- Designs litigation strategies in administrative and constitutional law as an expected professional competency in legal representation and the defense of institutional and individual rights, through the technical preparation of legal argumentation frameworks and procedural alternatives aligned with national case law and human rights protection standards, thereby strengthening the effectiveness of legal defense and the consistency of legal arguments in both administrative and judicial proceedings, while demonstrating legal rigor, strategic thinking, professional ethics, responsibility, and commitment to the effective protection of rights.
- Evaluates administrative procedures with legal rigor within the context of public entities and oversight bodies, applying constitutional principles as well as relevant statutory and jurisprudential knowledge in a measurable and verifiable manner to ensure the legality, reasoning, and validity of administrative acts in defense of the public interest, while demonstrating objectivity, institutional responsibility, respect for the rule of law, transparency, and a commitment to public service.
- Leads internal control procedures, state liability matters, and administrative enforcement proceedings within public institutions through the preparation of technical reports containing concrete and viable legal recommendations aimed at preventing irregularities and ensuring sound administrative management, thereby reducing instances of illegality and litigation risks in the cases addressed, while acting with prudence, impartiality, professional ethics, technical judgment, and commitment to good public administration.
- Applies public administration oversight mechanisms through the preparation and implementation of technical reports containing concrete proposals that optimize processing times and strengthen the legality of institutional actions, resulting in improvements in administrative efficiency and reductions in incidents of illegality, while demonstrating diligence, professional responsibility, transparency, results-oriented performance, and respect for constitutional principles.
